Project Summary
Background and objectives of the project
The number of refugees seeking protection in the Federal Republic of Germany has risen to around 900,000 in 2015 and reached a level of around 300,000 in 2016. The main countries of the origins include Syria, Iraq and Eritrea. Most of those people acquire a residence status for a long or permanent stay in Germany and thus they have a claim for support according to SGB II (basic security for job seekers - vulgo: Hartz IV). A key source of personal and societal recognition and a non-marginal social status is the successful integration in the labor market for refugees. In a work society like Germany, paid work plays a central role in the economic, social and cultural integration and participation of the individuals. Deeper and systematic knowledge about the successful mediation of refugees in work, as well as the conditions of successful, sustainable work income are hardly available for this group.
The central aim of the project "Integration and Participation of Refugees" is therefore to ask the question of what are the processes of successful transition of refugees from the needs-covering basic security to the most sustainable paid work. At the same time, the project wants is to identify the consequences of such transitions for refugees with regards to social integration and participation in the receiving migration-society. It is also of interest to know how these transitions occur and which factors facilitate or hinder them. By looking at transitions as processes, we take into account the relevant (institutional) contexts, transition-relevant fields of action and actors equally. The study should therefore include not only the refugees themselves, but also other actors involved in the process for institutional reasons: the workers at the job centers, the employers as well as representatives of (voluntary) refugees' initiatives. The aim of the project is to use case reconstructions and case comparisons to obtain a data-based theory of the state of transitions into work and the most sustainable integration in labor. From this theory, further recommendations for action are to be derived, which can be used to formulate (labor market) measures promoting integration.

Methodic procedure:
In order to achieve the above-mentioned research objectives, a multimethod approach is intended: A contrasting sample is to be compiled regarding the refugees. Data collection takes place nationwide at various sites of inquiry.
Data from refugees are collected in several steps, using interviews, methods of qualitative network monitoring and a socio-demographic questionnaire first, as well as an in-depth follow-up interview. The interviews with the refugees, among other things, will be focused on biographical background, understanding of paid work experience, psychosocial well-being, dealing with authorities as well as on the transition process. The relevant specialists of the job centers and employers involved in counseling and mediation, as well as, where appropriate, other relevant (e.g. voluntary) actors involved in the transition are also to be interviewed. Here, specific requirements, problems and potential conflict areas of the refugee care system in the SGB II context will be thematised.
The data will be analyzed by means of hermeneutic-reconstructive methods in combination with case-comparing-categorized procedures as well as with qualitative network analysis.

 في عام 2015، ارتفع عدد طالبي الحماية في جمهورية ألمانيا الاتحادية إلى 900000 شخص، وازداد هذا العدد 300000 في عام 2016. إن أغلب اللاجئين قد أتوا من سوريا، العراق وإريتريا. معظمهم تحَصَّل على إقامة طويلة أو دائمة في ألمانيا، وبالتالي أصبح لديه حق المطالبة بالحصول على الدعم الاجتماعي وفقاً لقانون الدعم الاجتماعي الذي يعرف ب "هارتس فير" (Hartz IV) (التأمين الأساسي للباحثين عن عمل - فولغو: هارتس فير). إن الحصول على عمل مدفوع الأجر، هو أحد أهم العوامل الرئيسية للاندماج الاجتماعي. ففي مجتمعٍ قائمٍ على العمل كالمجتمع الألماني، يلعب العمل المدفوع الأجر دوراً أساسياً في الاقتصاد، الاندماج الثقافي ومشاركة الأفراد. ولكن لا زال ينقصنا الكثير من الفهم العميق والمنهجي لعملية إندماج اللاجئين في سوق العمل بشكلٍ ناجحٍ ومستدام.

إن نقطة ارتكاز مشروع "إندماج اللاجئين ومشاركتهم" هي طرح السؤال حول ما هي الطريقة الأنجح لانتقال اللاجئين من حالة تأمين تغطية الاحتياجات الأساسية إلى عمل مدفوع الأجر ومستديم. وفي نفس الوقت، معرفة تأثيرات هذا الانتقال فيما يتعلق بالاندماج الاجتماعي للاجئين ومشاركتهم في المجتمع المتلقي لهم. كما أنه من المهم معرفة كيفية حدوث هذا الانتقال وما هي العوامل التي قد تسهل حدوثه أو تعيقه. حينما ننظر إلى هذا الانتقال كعملية، فإننا نأخذ بعين الاعتبار اللاعبين الأساسيين المؤثرين في سياق حدوث هذه العملية كالمؤسسات مثل مركز العمل (Job Center)، أرباب العمل ومؤسسات المجتمع المدني التي تعنى بشؤون اللاجئين. ولذا، يسعى هذا المشروع إلى إعادة بناء الحالات ومقارنتها للحصول على نظرية مبنية على معلومات حسية تخولنا معرفة كيفية إندماج اللاجئين في سوق العمل.

منهاج البحث:

من أجل تحقيق أهداف البحث المذكورة أعلاه، سيتم اتباع مقاربة متعددة الأساليب: سيتم جمع عينات متباينة فيما يتعلق باللاجئين، كما أن جمع البيانات سيتم على صعيد ألمانيا في مناطقٍ مختلفة.

لجمع المعلومات من اللاجئين، سيتم استخدام مسح أولي عبر مقابلات نوعية، واستبيان اجتماعي-ديموغرافي يتبع بمقابلة ثانية تعقيبية. هذه المقابلات مع اللاجئين سترتكزعلى خلفية السيرة الذاتية، فهم التجربة في العمل، الصحة الذهنية، وكيفية التعامل مع السلطات ومع العملية الانتقالية. كما وأنه سيتم اجراء مقابلات مع الاختصاصيين ذوي الصلة بالموضوع كموظفي مركز العمل (Job Center)، وأرباب العمل والاستشاريين والوسطاء (متطوعي مؤسسات المجتمع المدني مثلاً). وهنا، سيتم تحديد المتطلبات والمشاكل والمجالات المحتملة للنزاع في نظام رعاية اللاجئين في سياق الدعم الاجتماعي (SGB II).

سيتم تقييم البيانات التي سيتم جمعها بأسلوب تفسيري-ترميمي (هرمينوتيك) ودمجها مع الأمثلة المجموعة من الحالات المقارنة وتحليلها بأسلوب نوعي.
